Summary:

The Defense Department (DOD) hopes to reduce excess Cold War infrastructure through such efforts as privatizing military housing, demolishing surplus buildings, and making additional rounds of base closures. GAO found that these initiatives often take longer than expected to achieve and that savings, which could free funds for forces modernization, have fallen short of estimates. GAO strongly supports the goal of further reducing excess support infrastructure and believes that better planning is needed to address remaining infrastructure needs. Significant opportunities remain to further streamline operations, consolidate functions, eliminate duplication of effort, and boost efficiency.
