Summary:

This testimony discusses the General Service Administration's (GSA) federal real property activities. In light of the overall poor quality of federal management, both the National Performance Review (NPR) report and GAO have urged GSA to scrap its current way of doing business and adopt a new approach that draws on entrepreneurial and competitive principles. Traditional management, with its emphasis on centralization and uniformity, no longer allows the government to respond quickly and effectively. The NPR calls for an end to GSA's office space monopoly, separating GSA's roles as policymaker and service provider and creating a new real property asset management enterprise. The NPR report also recommends suspending acquisitions of new federal office space and simplifying procedures for acquiring small blocks of space and for renewing leases.
