Summary:

Pursuant to a congressional request, GAO evaluated agency personnel directors' views on the Performance Management and Recognition System (PMRS).

GAO found that: (1) about 80 percent of the personnel directors believed that their employees generally agreed with the views GAO presented in an earlier briefing report which indicated that PMRS was not fully meeting its objectives of motivating and rewarding employees; (2) about 14 percent of the directors reported that their employees viewed the system more positively than the employees interviewed for the briefing report; (3) some directors reported success in implementing certain aspects of the system; (4) about 73 percent of the directors said PMRS did not fully meet their goals; and (5) some directors suggested that agencies should have more flexibility in designing a pay-for-performance system to meet their goals and suit their agency culture and should receive more performance award funding.
