Summary: Pursuant to a congressional request, GAO reviewed the status of the Tennessee Valley Authority's (TVA) Disabled Veterans' Affirmative Action Program.
GAO found that: (1) in fiscal years 1985 and 1986, TVA planned to establish goals for hiring and advancing disabled veterans who met legal and regulatory requirements, but it did not submit required accomplishment reports and plan certifications; and (2) TVA implemented activities aimed at providing training and guidance to supervisors to help them modify jobs to accommodate the disabled veterans' abilities, established an advisory committee of handicapped persons, including disabled veterans, and adopted uniform accessibility standards to ensure barrier-free facilities. However, GAO also found that: (1) only 1 percent of the participants in TVA training programs were disabled veterans; (2) TVA has not increased advancement opportunities through career planning or an upward mobility program; and (3) TVA has not developed specific placement procedures for disabled veterans subject to reductions-in-force.
