Summary:

Through better planning, the District of Columbia's (D.C.) Board of Education could improve the administration of its capital improvement program to more effectively evaluate when, where, and how many schools are needed in the D.C. public school system.

Declining enrollments and added classrooms will create over 28,000 excess seats by school year 1980-81. Many of the schools which currently have excess capacity are within blocks of each other. Until a facilities planning system is implemented to help the Board decide the proper course of action, the Board cannot effectively plan and monitor the projected building modernization and renovation program.
