GAO discussed policy changes for the Strategic and Critical Materials Stockpile in the context of overall U.S. materials policy. The strategic materials stockpile has been used for other than common defense or national emergency, as, for example, to help the economy or to assist specific industries. In 1973, the National Security Council reduced the stockpile from $4.8 billion to $700 million. GAO then recommended a policy reevaluation to ensure supplies because of possible producer boycott. The latest stockpile policy (October 1976) uses a three-year supply as a base, with requirements for three categories related to the war effort: defense, essential civilian, and general civilian. GAO quantifies the total stockpile goal at $10.3 billion. The recent changes are explored from the standpoints of whether the stockpile is to be used for military and economic purposes, other available options, and the right items and quantities to be stockpiled.
