The nation's federal surface transportation policy has become increasingly complex. Where once it focused on completing the Interstate highway system, today the policy addresses myriad issues--from supporting mass transit to protecting the environment to encouraging innovative technologies. Demographic changes, including population increases, rapid urbanization, and an aging population, will strongly affect surface transportation in the 21st century. To understand these new challenges and assess the potential directions that surface transportation policy should take, GAO sponsored a conference in January 1999 that brought together transportation experts from government, academia, research institutes, and investment banks and other private companies. This report summarizes the views expressed by transportation experts at that conference.
