Summary:

Congress has raised concern about NASA's plan to take $190 million from the space shuttle program to help offset additional costs in the international space station. According to NASA, the funds were available for transfer because of the high carryover balances projected to be available at the end of fiscal year 1997. The funding transfer was made, with a large part of the funds coming from the safety and performance upgrade portion of the shuttle program. This testimony discusses the (1) effect of the funding transfer on major shuttle upgrade projects and the status of those projects, (2) role of carryover balances in the transfer and funding of upgrades, and (3) funding for future upgrades.
