Summary:

This report provides information on contracting for firefighters and security guards within the Defense Department (DOD). Because of concerns about the uncertain quality and reliability of private firefighter and security guard services, Congress has since 1982 generally prohibited the military from contracting for these services. DOD, faced with tight budgets and the need to pay for weapons modernization, believes that it could realize significant savings if it were able to outsource firefighter and security guard services. DOD has asked Congress to repeal the prohibition. This report discusses (1) the military's position on contracting for firefighters and security guards, (2) lessons learned from using contract firefighters and security guards at military bases, and (3) the cost-effectiveness of contracting for these services.
