Proposals by various parties to consolidate U.S. bank regulatory agencies have raised questions about how other countries structure and carry out their bank oversight responsibilities and central bank activities. This report, part of a series on such activities in foreign countries, provides information on bank oversight in Japan. GAO describes how (1) Japanese bank regulation and supervision is organized; (2) Japan's banking oversight structure works, particularly with respect to licensing, regulating, and supervising banks; (3) Japanese banks are monitored by their supervisors; and (4) participants handle other financial system responsibilities.
