The General Services Administration (GSA) has a virtual monopoly over the provision of federal office space, supplies and equipment, and some other services. GSA expects to spend about $13 billion in fiscal year 1996 to provide facilities, goods, and services to federal agencies. This testimony focuses on (1) opportunities for cost savings and performance improvements in GSA's office-space-leasing, supply depot, and distribution activities and (2) GAO's views on GSA's overall efforts to improve support services and save money by reforming its operations and restructuring its organization.
