Summary: GAO reviewed whether the Department of Defense (DOD) complied with various reporting requirements for its proposed automatic data processing (ADP) consolidation, reductions in force, and personnel transfers. GAO noted that: (1) the DOD and Navy consolidation plans fully comply with the appropriations act; (2) DOD has implemented two major initiatives to improve the effectiveness and reduce the costs of ADP operations; (3) DOD has only partially addressed the potential adverse impact of ADP consolidation on military operations and civilian and military employment; (4) the consolidation of information technology facilities would eliminate 646 military positions without adversely affecting service members' quality of life; (5) DOD does not expect to transfer any personnel until their current tours of duty expire; (6) ADP consolidation would provide equal or better service for DOD customers; (7) DOD has published a human resources implementation plan to mitigate the adverse impact of consolidation on civilian personnel; and (8) DOD lacks an effective mechanism to quantify savings from consolidated ADP operations.
