This briefing report is part of a broader GAO examination of whether pay discrimination linked to gender or race is a problem in federal government wage-setting practices in the United States. It discusses the legal requirements and presents the status of the implementation of pay equity in the federal sector of Canada and in the province of Ontario, where pay equity laws also apply to the private sector. GAO notes that Canadian pay equity initiatives involve different legal, demographic, and economic settings and therefore may not be comparable to circumstances in the United States. GAO continues to analyze whether the U.S. government's factor evaluation system may produce pay disparities because of gender or race.
