Summary:

Pursuant to a congressional request, GAO examined the Air Force's fiscal year (FY) 1991 aircraft procurement budget request and prior-year appropriations for the C-17, B-2, and F-16 aircraft procurement programs and the C/KC-135, B-52, and B-1B aircraft modification programs.

GAO found that: (1) C-17 aircraft schedule delays could reduce the Air Force's FY 1991 budget request by about $2.15 billion; (2) potential reductions for the B-2 bomber program totalled $622 million for FY 1991 and $82 million for FY 1990; (3) there were no potential reductions to the FY 1991 budget request for the F-16 fighter, but there were potential rescissions of $86.5 million; (4) there were potential reductions of $80 million for the C/KC-135 modification program; (5) there were potential reductions of $46.5 million for the B-52 modification program; and (6) there were no potential reductions to the FY 1991 budget request for the B-1B modifications program, but there was a potential rescission of $31.9 million from FY 1990 funds.
