Summary:

Pursuant to a congressional request, GAO reviewed the General Services Administration's (GSA) Building Delegation Program, focusing on: (1) how federal agencies operated delegated buildings; and (2) actions GSA needed to take to improve its oversight of the program.

GAO found that: (1) agencies did an adequate job in operating delegated buildings; (2) agency officials believed that building services improved under the program; (3) GSA did not require agencies to submit all operating cost and performance data, which hindered its oversight of delegated buildings; (4) not all GSA regions analyzed cost data to identify potentially inefficient operations; and (5) GSA needed to strengthen its ability to oversee delegated building operations.
