Pursuant to a congressional request, GAO reviewed the Board for International Broadcasting's (BIB) radio relay station project in Israel, focusing on: (1) the project's cost compared to other alternatives; and (2) why BIB was selected as the lead agency for the project.

GAO found that: (1) BIB did not have any alternatives to establishing a relay station site in Israel, because other countries in the Middle East did not want to host a U.S. installation; and (2) BIB reduced the project's cost from $310 million to $290 million by reducing the number of antennas. GAO also found that other agencies' budget and technical constraints were the primary reasons BIB was selected as the lead agency, and that cost was never a major consideration.
