In response to a congressional request, GAO examined the Navy's decision to decentralize the responsibilities for the shore component of the Navy Shore Manpower Document Program, focusing on the: (1) rationale for the program change; and (2) potential effectiveness of decentralization.

GAO found that the Navy did not thoroughly analyze its decision to decentralize, because it did not: (1) consult the Office of the Secretary of Defense and the major Navy organizations affected by the decision; (2) make cost-benefit studies; (3) consider options other than decentralization; and (4) provide the resources and management controls necessary for an effective decentralized program. GAO concluded that the Navy's decision could adversely affect its ability to meet congressional directives calling for determination of manpower requirements through an effective manpower management system.
