In response to a congressional request, GAO reviewed the Department of Defense's (DOD) operation and maintenance (O&M) funds appropriated for minor military construction to determine: (1) the portion of these funds that DOD used for morale, welfare, and recreational (MWR) activities during the last 3 years; (2) the degree of DOD control over the funds; and (3) the impact of the Balanced Budget and Emergency Deficit Control Act on these funds for fiscal year (FY) 1986.

GAO found that: (1) during FY 1984 through 1986, DOD used O&M minor construction funds for projects totalling $1.3 billion, of which 159 were MWR-related; and (2) $4.4 million in obligated funds was spent for MWR projects. GAO also found that: (1) the extent of military headquarters' control over minor construction funds varies considerably among the services; and (2) DOD indicated that, for FY 1986, the act reduced the Army's O&M minor construction funds by 8 percent, the Navy's by 21 percent, the Air Force's by 23 percent, and the Marine Corps' by 2 percent.
