Summary:

GAO commented on ways to improve the Department of Defense's (DOD) Selected Acquisition Reports (SAR), used to report the status of major weapon system acquisitions to Congress.

To make SAR more useful, GAO suggested that DOD: (1) provide a general discussion of cost and/or quantity changes under consideration; (2) use graphs to display SAR program costs, program unit costs, and program quantity to surface trends, identify matters requiring attention, and facilitate the use of SAR; (3) develop SAR formats that are easier to comprehend concerning whether a project is on schedule, is within its initial cost estimate, or requires additional resources to complete; and (4) establish a new cost baseline estimate for major program modifications.
