Summary:

In response to a congressional committee request, GAO provided additional information and estimates of the potential cost reductions or collections for various administrative activities. The activities include: delinquent accounts and loans receivable, unpaid taxes, unresolved audit findings, paperwork reduction, defense logistical economies, defense multiyear contracting, full cost recovery for foreign military sales, workforce cost control, general procurement and property management, and replacing obsolete computers. For the first time, most of these activities have been addressed on a government-wide basis in the congressional budgeting process. Most of the executive branch agencies did not have systems in place which would permit GAO to provide reliable estimates of the budget consequence of action on these items. Conservative estimates were given because of the difficulties encountered in obtaining reliable data within the timeframe available and the fact that agencies do not have adequate systems for accounting for and controlling these costs.
