Reporting requirements as they relate to the budget process were reviewed to determine if they are in synchronization with the budget process and whether executive agencies chronically miss statutory reporting deadlines. If either or both of these conditions are true, then Congress is being deprived of the full use of many of the reports it receives from the executive branch.

In general, the review showed that: (1) report due dates were, for the most part, synchronized with the budget process; (2) a significant number of reports transmitted by the executive branch were late; and (3) no single organization systematically monitored and recorded the actual receipt dates of reports submitted to Congress by the executive branch.
