National Defense: Planned Realignment of New Cumberland Army Depot

Premium   Download PDF Now (12 pages)
Report Type Reports and Testimonies
Report Date July 31, 1979
Report No. LCD-79-324
Subject
Summary:

The Army decided to phase out aircraft maintenance operations at the New Cumberland Army Depot, Pennsylvania. These operations involved the overhaul and repair of helicopter components. Over the past several years, the Army has implemented a number of realignments to reduce unnecessary support, headquarters, and overhead structure costs and to improve combat forces.

The proposed realignment appears economically justified. One-time costs will be repaid in 1 year, well within the 7 to 10 year payback period established by the Department of Defense as the basis for economic justification for base closure or realignment. GAO estimates the Army would save $9.4 million annually and would incur a one-time cost of $6.6 million.
