GAO reports are one of a number of sources of information and opinions on Federal programs that Congress considers in the legislative process. Congress has generally been responsive to GAO suggestions for legislation. Congressional interest and support plays an important role in another way. Of the $2.5 billion savings in fiscal year 1978, $1.9 billion resulted from actions taken by agencies and their acceptance of GAO recommendations. GAO is studying various ways of improving the visibility and accessibility of the results of studies to individual committees. In addition, more savings can be achieved through the budgetary process. The economies many agencies could realize by acting on recommendations are not always properly considered in the budgetary process.
