The Army's highest priority peacetime function is to support an operationally ready force that can perform necessary combat missions. Operational readiness is highly dependent on the quality and timeliness of maintaining military equipment. In the GAO review of the status of the Army's readiness capability, faults were found in the equipment maintenance functions that had neither been noted nor reported by the Army.

Findings showed that when maintenance was performed, it was often done improperly. Daily equipment readiness status reports were often inaccurate. The information was of little use to unit commanders in planning maintenance schedules and priorities. Much of the problem involves a lack of on-the-job training and unreliable equipment procurement procedures.
