Army Reserve and Army National Guard unit reorganizations reduce readiness and cause costly turbulence, instability, and lost training momentum.

Adverse effects that reorganizations have on the readiness of Army Reserve units could be reduced and the likelihood of successful reorganizations heightened if existing guidelines were followed more closely and additional data on which approvals of reorganizations are based were developed. The Army National Guard could reorganize less if the placement of Army Guard units were more controlled among the States. Improvements in these areas would cause fewer and more efficient reorganizations and would save money.
