A review of Government Printing Office (GPO) operations and management included an examination of procedures for determining contract work, production planning and scheduling, labor productivity, and controls over materials spoilage.

Although regulations require work that is not under urgent time schedules to be commercially procured, some work was unnecessarily printed in-house because of erroneous information on procurement capability or processing schedules. Production schedules were sometimes unrealistic because of lack of feedback systems or inaccurate information. Labor productivity indexes were still being developed, and labor standards did not cover all operations. Controls and reporting systems related to spoilage needed improvement.
