A review of the Civil Service Commission's (CSC) disability retirement system reveals weaknesses and excess costs. These retirements almost doubled from 1970 to 1975 with annuities totalling more than $1 billion annually.

Laws and policies do not encourage reassignment to other positions of employees defined as disabled. Although 95 percent of disability applications were approved by CSC, GAO found about 20 percent of those reviewed did not contain sufficient medical evidence. Annuitants often obtain nonfederal employment while receiving benefits, but less than 1 percent is removed from the rolls for medical recovery or excess income.
