Summary:

The long-standing problem of illegal immigration has been exacerbated by the pull of the strong U.S. economy, economic and political turmoil in the developing world, and recent natural disasters in Central America. The Attorney General announced a broad, five-part strategy in 1994 to strengthen the nation's immigration laws, including beefing up border enforcement. This report discusses (1) the Immigration and Naturalization Service's (INS) progress in implementing the southwest border strategy during fiscal year 1998, (2) the interim results of the strategy, and (3) actions taken in response to GAO's recommendation that the Attorney General develop and implement a plan for a formal, cost-effective, comprehensive, and systematic evaluation of the strategy.
