An accurate count of the number of enrolled students is the cornerstone of any school district's financial needs assessment. In the past, the District of Columbia Public Schools did not receive funds on the basis of the number of students enrolled, but new budget initiatives will soon link school funding to enrollment. Even now, the number of enrolled students is an important factor in developing the D.C. Public Schools budget and distributing its funds. Consequently, a valid enrollment count process and an accurate count are critical for planing, staffing, funding, and resource allocations in D.C. Public Schools. This testimony discusses an August 1997 report (GAO/HEHS-97-161) on the enrollment count process that the D.C. Public Schools used in school year 1996-97 and the actions that school officials indicate that they have taken in response to GAO's recommendations.
