Summary:

The pace of Superfund cleanups has been of long-standing concern to Congress and the Environmental Protection Agency (EPA). In 1986, Congress set deadlines for EPA to evaluate sites for placement on the National Priorities List and to begin various cleanup measures. EPA has also set targets for processing Superfund sites for budget and planning purposes. This testimony discusses the findings of two recent GAO reports on the pace of cleanup in the Superfund program. (See GAO/RCED-97-20, Mar. 1997, and GAO/RCED-97-238R, Sept. 1997.) The March 1997 report addresses the time taken to evaluate hazardous waste sites for possible placement on the National Priorities List--the Superfund program's roster of the nation's worst hazardous waste sites--and the time to clean them up after listing. The September 1997 report addresses the status of cleanup for sites listed from 1986 to 1994.
