GAO reviewed efforts in seven states--California, Connecticut, Louisiana, Maryland, Oregon, Texas, and Wisconsin--to meet the child care needs of former welfare families now entering the workforce. These states have expanded child care subsidies, taken steps to enlarge the supply of child care workers, and incrementally strengthened standards for providers. However, some officials worry that efforts to rapidly expand the supply of providers could lead to large numbers of children receiving care of unknown quality. The effects of welfare reform on states' efforts to protect children in child care still needs to be assessed.
