This guide provides a framework and checklist to help federal agencies address the Year 2000 problem, which involves the inability of computer programs to interpret the correct century from a recorded or calculated date having only two digits to indicate the year. If uncorrected, this problem could have serious consequences. For example, IRS tax systems could be unable to process returns, payments to disabled veterans could be severely delayed, and federal systems that track student loans could generate erroneous information on loan balances. GAO provides information on the scope of the problem and offers a structured approach for reviewing agency plans to address the Year 2000 problem.
