Summary:

Although it is unlikely that the North American Free Trade Agreement (NAFTA) will substantially alter overall U.S. employment levels, the treaty is affecting employment in some job sectors, such as the apparel and electronic equipment industries. Nearly 143,000 workers have become eligible for benefits under NAFTA, including retraining, job search assistance, and income support for up to one year. This testimony reviews three major studies of NAFTA's economic impacts: a June 1997 study by the International Trade Commission, the President's July 1997 report, and a June 1997 study by some of NAFTA's leading critics. GAO also discusses the implementation of NAFTA's mechanisms to both avoid and resolve disputes among the parties and the implementation of NAFTA's supplemental agreements on environmental and labor cooperation.
