Charter schools are a rapidly growing phenomenon designed to address various problems plaguing the educational system today, including unresponsive school district bureaucracies, restrictive rules, limited choices among types of public schools, and a lack of accountability for student performance. In exchange for varying degrees of autonomy from state and local rules and regulations, charter schools are held accountable for meeting the terms of their charters, which mandate academic outcomes. Although public schools are financed primarily with state and local revenues, the federal government spends billions of dollars each year to help public schools educate students. This report discusses (1) how federal funds are distributed to charter schools, (2) the views of charter school operators on whether the distribution is equitable, and (3) factors that help or hinder charter schools in obtaining these funds.
