Past GAO studies have raised questions about the efficiency and effectiveness of federal programs dealing with substance abuse and violence prevention. The system that has developed involves multiple programs dispersed among several agencies, creating the potential for inefficient services as well as difficulty for those trying to obtain services and funding. Often, insufficient information exists on these programs' performance. The Government Performance and Results Act stresses accountability and assessment of program results. In the future, agencies will be required to not only better document how well they are succeeding in preventing substance abuse and violence but also to identify which service delivery approaches have proved effective and to encourage their greater use.
