This testimony discusses the implementation of the Paperwork Reduction Act of 1995, which is intended to reduce the paperwork burden that the federal government imposes on the public. GAO focuses on three issues: (1) the Office of Management and Budget's (OMB) efforts to fulfill its responsibilities under the act, particularly establishing and overseeing governmentwide and agency-specific paperwork reduction goals; (2) the likelihood of the government and specific agencies meeting those goals; and (3) any impediments that the government faces in reaching the goals. GAO reviews the act's implementation at OMB and at three agencies--the Internal Revenue Service, the Environmental Protection Agency, and the Occupational Safety and Health Administration.
