The U.S. Information Agency (USIA) received $1.407 billion in fiscal year 1995 and $1.077 billion in fiscal year 1996 for the conduct of public diplomacy. Fiscal year 1996 funding is about $200 million less that requested. Bipartisan efforts to balance the budget could result in further decreases by the year 2000. This report examines USIA's cost-cutting efforts and identifies options that could enable USIA to adjust to reduced budgets.
