Summary:

Computer controls at the Senate Computer Center failed to adequately protect sensitive data, such as that related to payroll and personnel, from unauthorized disclosure and modification. Specifically, GAO found weaknesses in the Center's ability to (1) restrict access to sensitive data, programs, and other computer resources; (2) monitor the activity of users and programmers; (3) control changes to software; (4) segregate data processing duties; and (5) provide for continued processing in the event of emergencies or service interruption. In addition, the Senate lacked a comprehensive strategic plan for securing Senate computer resource that included the Center, the Office of Telecommunications, and system users. The lack of such a plan could lead to security problems as the Senate moves from a centralized mainframe processing to a decentralized network distributed throughout the Senate.
