In this testimony on the use of the Ramspeck Act to noncompetitively appoint congressional employees to career positions in the executive branch, GAO focuses on the following: (1) the number, locations, positions, and other characteristics of Ramspeck Act appointments; (2) long-term trends related to the use of the Ramspeck Act hiring authority; and (3) differences between Ramspeck Act hiring authority, competitive procedures, and other excepted hiring authorities in terms of skills required for positions. GAO also discusses the extent to which former congressional staff have recently attained federal jobs through other hiring mechanisms.
