Canada restricts imports of fertilized salmon eggs and smolts to British Columbia, thereby reducing market opportunities for Washington State salmon producers. In response to congressional concerns that the North American Free Trade Agreement intended to allow the free flow of goods between the United States, Canada, and Mexico without unreasonable restrictions, this report (1) identifies the key elements of and the rationale for Canada's policy on the imports of fertilized eggs and smolts, (2) discusses the views of concerns parties in the United States and Canada on the reasonableness of the Canadian policy, and (3) examines opportunities for U.S. producers to boost exports of fertilized salmon eggs and smolts to British Columbia.
