Summary:

The Generalized System of Preferences Program is a unilateral effort that extends duty-free entry to imports from developing countries. In 1994, $18.4 billion, or about three percent of total U.S. imports, entered duty free under the program. This testimony draws on a recent GAO report (GAO/GGD-95-9) that found that the program has a generally well-structured administrative process for considering petitions to add or remove products from program coverage. GAO did note opportunities to improve program administration, however.
