The Department of Housing and Urban Development's (HUD) budget request for fiscal year 1996 totals $26.3 billion, a two percent increase in budget authority and a two percent decrease in outlays over fiscal year 1995 levels. The budget reflects HUD's proposed first steps in transitioning to the new agency envisioned in its December 1994 reinvention blueprint.
