Summary:

To gather information on problems that Head Start programs face in trying to provide services, GAO surveyed a sample representing about 46 percent of all Head Start programs nationwide. Head Start program directors identified three barriers as significantly affecting their ability to provide services to children and families: insufficient qualified staff to meet the complex needs of children and families; a limited availability of health professionals in the community willing to help Head Start staff in providing services; and difficulties in getting suitable facilities at reasonable costs.
