Ongoing political strife and economic hardship abroad guarantee that people will continue to flee to the United States. Hence, this country faces long-term immigration issues that are both difficult and complex. Who should be permitted to enter the country legally? What should be done to stop illegal immigration? What should be done to remove illegal aliens already here? This testimony, based on GAO's December 1992 transition-series report on justice issues (GAO/OCG-93-23TR), discusses needed immigration policy and management decisions and their impact on the operations of the Immigration and Naturalization Service.
