Forty-eight of the 50 states have balanced budget requirements, but not all states balance their budgets every year, even according to the relatively flexible state definitions of "balance." Although many states have raised taxes and cut spending to live within their means, state balanced budget requirements do not appear to be the only motivators of these budget actions. Thus, relying on such a requirement alone to balance the federal budget may not necessarily achieve that goal.
