Pursuant to a congressional request, GAO reviewed the Navy's amended fiscal year (FY) 1992 aircraft procurement budget request and prior appropriations, for the A-12 Avenger, F-14 Tomcat, F/A-18 Hornet, V-22 Osprey, and A-6 Intruder programs, focusing on potential: (1) reductions to the FY 1992 budget request; and (2) rescissions of prior year appropriations.

GAO: (1) identified $893.5 million in unobligated FY 1990 funds in the now-terminated A-12 program that are available for rescission; (2) found that Congress could forego the planned addition of $625 million in FY 1992 appropriations for the development, manufacture, and operational testing of V-22 Osprey aircraft, because the prototype aircraft has not completed testing; (3) found no potential reductions to the amended FY 1992 budget request; and (4) in the wake of the A-12 termination, the A-6 aircraft are expected to meet the Navy's medium attack mission until the arrival of the next-generation attack aircraft.
