Summary:

Pursuant to a congressional request, GAO reviewed the number of active-duty Navy flag officers and flag officer selectees and the number of flag officer billets that the Navy managed as of February 1, 1991.

GAO found that: (1) there were 258 paid active-duty Navy flag officers as of February 1, 1991, excluding the Physician-to-Congress position, since it was not charged against the Navy's end-strength limitation; (2) another 73 Navy captains were awaiting promotion to flag rank as of February 1, 1991; (3) the Navy was managing 404 flag officer billets as of February 1, 1991; and (4) the Navy managed all billets that were designated as flag officer billets, regardless of the pay grades of the officers filling them or whether they were vacant.
