Pursuant to a congressional request, GAO reviewed the Army's justifications for selected aircraft procurements in its $1.6-billion budget request for fiscal year (FY) 1991, focusing on the: (1) procurement of five helicopter systems; (2) research, development, test, and evaluation (RDT&E) costs for those systems; and (3) Army's execution of FY 1989 and 1990 appropriations.

GAO identified $375.4 million in potential rescissions and budget reductions to the Army's aircraft procurement and RDT&E accounts, including; (1) $69.2 million to the Apache and Longbow programs; (2) $217.3 million to the Black Hawk program; (3) $3.5 million to the OH-58D helicopter improvement program; (4) $14.9 million to the Light Helicopter program; and (5) $70.5 million to the Special Operations MH-47E helicopter program.
