Summary:

Pursuant to a congressional request, GAO provided information on the V-22 Osprey tiltrotor aircraft, focusing on the: (1) status of program testing; (2) funding requirements to complete testing and development; and (3) readiness of the V-22 program for production funding in fiscal year (FY) 1991.

GAO found that: (1) the Navy's V-22 program was in the full-scale development phase of the acquisition process; (2) such development issues as unacceptable vibration, excessive weight, incomplete flight tests, and increasing costs continued to adversely affect the program; and (3) Navy production readiness reviews indicated continuing problems that affect full-scale development testing and could affect producibility.
