Summary:

Pursuant to a congressional request, GAO reviewed two Army forts' inventory controls for sensitive munitions, focusing on the C-4 explosives.

GAO found that: (1) neither Fort Lewis nor Fort Stewart reported major incidents of lost, stolen, or recovered C-4 or other sensitive munitions from their supply systems between fiscal year (FY) 1986 and FY 1989; (2) both forts strengthened accountability and control over ammunition and explosives in such areas as ammunition supply points, physical security, range use, and amnesty programs; (3) both forts had secure ammunition supply points and personnel adequately performed their required functions and responsibilities; and (4) while both Forts Lewis and Stewart reported lost, stolen, and recovered sensitive munitions in 1988 and 1989, the incidents appeared to be isolated and not indicative of widespread problems.
